Notice is hereby given that the Albany County Board of Commissioners will receive sealed bids until 3:00 P.M. Local Time, February 10, 2017 for all costs, including permits, labor, equipment, and materials necessary for the ALBANY COUNTY DETENTION CENTER PLUMBING UPGRADES as described in the Project Manual. The work generally includes removing and replacing existing plumbing fixtures in the Detention Center.

Bids must be submitted in a sealed envelope with the statement thereon "BID ENCLOSED: "ALBANY COUNTY DETENTION CENTER PLUMBING UPGRADES". Such bid must be submitted on Bid Forms supplied by Albany County. Bids must be submitted to the Albany County Clerk, Courthouse, Room 202, 525 E. Grand Avenue, Laramie Wyoming, prior to the above stated Bid Opening date and time, after which bids will be opened publicly, read aloud, and tabulated by the County Clerk or County Designee, at the time of opening, in the Chambers of the Albany County Board of Commissioners, unless an alternate site is designated in writing and posted at the Albany County Courthouse. Bids may be withdrawn prior to the Bid Opening; however, unless otherwise specified by the county, all formal Bids submitted shall be binding for forty-five (45) days following Bid Opening. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Albany County shall award the Contract to the lowest responsive and responsible Bidder complying with all provisions of the Instructions to Bidders, provided the bid price is reasonable and is in the best interest of Albany County to accept. Albany County reserves the right to cancel this Advertisement to Bid or reject any or all bids, and the right to waive any irregularities or technicalities in the bidding. Any bid received after the time specified or without accompanying Bid security, as stated below, will not be considered.

Each bid must be accompanied by a Bid security in the form of a properly executed Bid Bond with sufficient surety payable to the County for not less than ten percent (10%) of the total base bid amount. Albany County and the Laramie Peak Volunteer Fire Department Board of Directors are requesting proposals from responsible firms or individuals to design and build a new fire hall in eastern Albany County, Wyoming.

Albany County will accept proposals until 3:00 PM., Local Time, February 16th, 2017. The proposal shall be enclosed in a package clearly labeled "PALMER CANYON FIRE HALL DESIGN/BUILD RFP." Albany County reserves the right to cancel this Request for Proposals or reject any or all proposals with or without cause. Proposals will be evaluated using the criteria noted in this RFP. Certain companies or individuals may be selected for personal interviews based on the initial evaluation of the proposals. Final selection will be made following the interviews, if required. The successful firm shall be prepared to complete the design and construction of the project by October 31, 2017.

Proposals received after the deadline will be returned to the proposing firm unopened.

On August 25, 2016, the University of Wyoming filed an application with the Federal Communications Commission in Washington D.C. for minor changes to the licensed facility of FM radio station KAIW, 88.9, including a relocation of the station's transmitter facility (including changes in height, power, and antenna), a change in station class, and a change in community of license from Laramie, Wyoming to Saratoga, Wyoming. The governing board members of the University of Wyoming are John MacPherson, Dave True, Jeffrey S. Marsh, John McKinley, Mel Baldwin, Dave Bostrom, Larry Gubbels, Mike Massie, David F. Palmerlee, Dick Scarlett, Michelle Sullivan, Wava Tully, Matthew Mead, Laurie Nichols, Michael Rotellini, Jillian Balow, and Jim Rose. The City Manager of the City of Laramie, acting as agent for the Mayor and Council of the City of Laramie, Wyoming, has accepted all work as complete according to the Contract Documents set forth in the written Agreement between MECHANICAL SYSTEMS INC. and the Mayor and Council of the City of Laramie, dated the 17th day of May, 2016, for the NORTH SIDE PRESSURE REDUCING VALVE AND VAULT PROJECT. MECHANICAL SYSTEMS INC., Contractor, is entitled to final payment therefore, and on the 16th day of February, 2017, the 41st day after the first publication of this notice final payment of the full amount due under the Agreement will be made. Nothing in this notice shall be construed as relieving the Contractor and the Sureties on its bond from any claim or claims for the work or labor done or materials or supplies furnished in the execution of the Agreement. All persons having claims for labor and materials furnished the Contractor shall present a verified statement of the amount due and unpaid on account of the same to the City prior to the day specified for final payment. Failure on the part of the claimant to file such statement will relieve the City from any and all liability on such claim.
