AN ORDINANCE AMENDING THE ZONING DISTRICT MAP OF THE CITY OF LARAMIE, WYOMING, BY REZONING APPROXIMATELY .22 ACRES OF LAND LOCATED AT 1730 CUSTER STREET FROM R1 (SINGLE-FAMILY RESIDENTIAL) DISTRICT TO R3 (MULTI-FAMILY RESIDENTIAL) DISTRICT.
WHEREAS, on May 22, 2014 the Church of Christ Building Corporation (Owner) and Brianna Boyle (applicant) filed with the City an application to rezone approximately .22 acres of land located at 1730 Custer Street from R1 (Single-Family Residential) District to R3 (Multi-Family Residential) District; based on findings of fact and conclusions of law; and
WHEREAS, on July 14, 2014 City staff presented the rezoning application to the Planning Commission with a recommendation of approval for the City Council to approve the proposed amendment; and
WHEREAS, on July 14, 2014 the City Planning Commission reviewed the rezoning application and entertained a motion to recommend the Council approve the Zoning Amendment; however, following the motion the recommendation failed unanimously (0 yes, 7 no, 0 absent). The Planning Commission made no further recommendation regarding this rezone request.
WHEREAS, notice of a public hearing in compliance with Wyo. Stat. §15-1-602 was published in the Laramie Boomerang on September 7, 2014;
WHEREAS, a public hearing was held on September 23, 2014 which notice was given at least fifteen (15) business days prior to the public hearing in compliance with Wyo. Stat. § 15-1-602.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LARAMIE:
Section 1. That the foregoing recitals are incorporated in and made a part of this Ordinance by this reference.
Section 2. That the Zoning District Map of City is hereby amended by rezoning the subject property from R1 District to R3 District, which is described as follows:
1730 Custer Street, Lot 15 and 16, of Block 7 of Rainbow Final Plat
and as shown in attachment A.
Section 3. That the foregoing described property contains .22 acres more or less, together with all and singular the tenements, hereditaments and appurtenances thereunto belonging or in anywise appertaining, and all improvements thereon.
Section 4. That this ordinance shall become effective after its passage, approval and publication.

AN ORDINANCE AMENDING CHAPTER 13.60.0600, LMC, NONRESIDENTS USING THE LANDFILL TO ALLOW FOR INCOMING WASTE OUTSIDE OF ALBANY COUNTY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LARAMIE, WYOMING that Chapter 13.60.060 be amended to read as follows:
13.60.060 - Nonresidents using the landfill.
The city of Laramie landfill may accept waste from outside of Laramie city limits and Albany County, WY by residents, nonresidents, and businesses as outlined in the Landfill Operating Permit. The city manager or designee reserves the right to refuse waste disposal by any individual or business to reduce liability exposure and ensure financially sound operating practices of the city of Laramie landfill.

The City of Laramie is seeking qualified firms to provide written proposals for professional services to complete a study of Site Specific Investigations within the City's Casper Aquifer Protection Overlay Zone for all City Owned Properties. Preference is hereby given to firms based in Wyoming, as provided in W. S. §§ 16-6-101 through 16-6-119. Written, sealed proposals must be submitted to the City Manager's Office, Darren Parkin, Water Resources Specialist, PO Box C, 406 Ivinson, Laramie WY, 82073, no later than 4:00 p.m. local time on January 15, 2015. The City of Laramie seeks to integrate energy efficiency practices into all aspects of day-to-day operations, from capital construction to staff behaviors, to ensure economic and environmental sustainability. If applicable, the City encourages submissions that 1) enhance to efficiency of City projects and ongoing operations, and/or 2) consider all energy types, including traditional and renewable sources. Notice is hereby given that the Albany County Board of Commissioners will receive sealed bids until 3:00 P.M. Local Time, December 5, 2014 at which time the proposals will be opened for all costs related to:
Albany County Detention Center 2015-2017 Inmate Medical Services
Responses must be submitted in a sealed envelope with the statement thereon "RESPONSE ENCLOSED; "Albany County Detention Center 2015-2017 Inmate Medical Services." Proposed Responses must be submitted to the Albany County Clerk, Courthouse, Room 202, 525 E. Grand Avenue, Laramie, Wyoming, prior to the above stated Response Opening date and time. Requests will be opened publicly, read aloud, and tabulated by the County Sheriff or his designee, at the time of opening, in the Chambers of the Albany County Board of Commissioners unless an alternate site is designated in writing and posted at the Albany County Courthouse. Requests may be withdrawn prior to the Request Opening; however, unless otherwise specified, all formal Requests submitted shall be binding for forty-five (45) days following Request Opening. Requests, which are not prepared and filed in accordance with the Instructions to Requestors, may be rejected. Albany County shall award the Contract to the Responder to whom it is in the best interest of Albany County to accept. REQUEST FOR PROPOSALS FOR CENTRAL IRRIGATION CONTROL PROJECT
UNIVERSITY OF WYOMING
The University of Wyoming requests your response to this request for proposals (RFP) to design, furnish and install the Central Irrigation Control System at the University of Wyoming in Laramie, Wyoming.
This commission will give preference to firms with the expertise and experience along with the ability to provide an immediate response to the requested services.
The University reserves the right to rank respondents and select firm or firm(s) for services based upon the proposal response without interviews. If reasonable compensation cannot be negotiated with the first ranked firm, then negotiations will be terminated. Negotiations will then begin with the second ranked firm, then the third ranked firm, if necessary.
Completed proposals shall be received in the Physical Plant office on, or prior to, 3:00 P.M. MST, December 18, 2014.
