PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) has given SourceGas Distribution LLC (SGD or the Company) authority to pass on to its Pass-On Rate [Regulated Rate] customers in the Casper Division a retail gas rate decrease of $0.0253 per therm, effective on and after December 1, 2014. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund and such other orders as the Commission may deem appropriate.

The proposed pass-on rate decrease is attributable to: [i] a projected decrease of $0.0101 per therm in the wholesale cost of gas, [ii] a decrease of $0.0151 per therm in the CBA surcharge, and [iii] a decrease of $0.0001 per therm in the Working Gas Storage Adjustment.

The average Small General Service customer using approximately 75 therms per month may expect a monthly gas bill decrease of approximately $1.89, or about 2.9%, before taxes. Actual bills will vary with usage.

Commission Rule §§ 249 and 250 allow a utility to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing and refund.

SGD's application is on file at the Commission's offices in Cheyenne, Wyoming, and in the Company's Wyoming business offices, and may be inspected by any interested person during regular business hours.

Anyone desiring to file an intervention petition, request for a public hearing, statement, public comment or protest in this matter must file in writing with the Commission on or before December 23, 2014. The petition shall set forth the grounds for the proposed intervention or request for hearing and the position and interest of the petitioner in this proceeding.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Procedural Rules and Special Regulations, notice is hereby given of the application of Rocky Mountain Power (RMP or the Company) for authority to sell the Fountain Green hydroelectric generation plant (the Plant) located in Sanpete County, Utah, as more fully described below.

RMP is a public utility, as defined in W.S. §37-1-101(a)(vi)(C), providing retail electric public utility service under certificates of public convenience and necessity issued by the Commission. RMP is subject to the Commission's jurisdiction under W.S. §37-2-112.

On November 10, 2014, RMP filed an application requesting to discontinue its operations associated with and to dispose of the Fountain Green hydroelectric generation plant located near the city limits Fountain Green, Utah. The Fountain Green hydroelectric plant consists of a one-unit power house which experienced a partial roof collapse in 2011. RMP states there are two water rights for the Plant: [i] Utah water right No. 65-2289 is for 13 cubic feet per second of flow of Big Springs, for non-consumptive use for hydro power generation; and [ii] Utah water right No. 65-25 is for the storage of 330 acre-feet.

RMP provided an analysis comparing the transaction alternative to the restoration alternative and in lieu of the decommission alternative. RMP distributed a Request for Proposal sales package to 23 parties that expressed interest in acquiring the Plant. Seven parties participated in site inspections and six parties provided letters of interest. One party provided two separate offers for a total of seven offers from six bidders. After subsequent negotiations, a transaction to exchange the Plant for an easement resulted in the execution of an Agreement of Purchase and Sale that RMP believes is the best cost risk balance for customers.

RMP states the transaction to exchange the Plant serves the public interest because it represents the best balance of cost and risk for customers. RMP avers that disposition of the Plant by the Company will not adversely affect retail or wholesale customers nor will the discontinuation of the Plant's generation capacity have any material effect on RMP's generation capacity, which is comprised of approximately 10,579 MW. RMP is unaware of any adverse impact to another utility or customer that would result from the transfer of the Plant.

This is not a complete description of the application. Interested persons may inspect the application at RMP's business office throughout Wyoming and at the Commission's offices in Cheyenne, Wyoming, during regular business hours.
