The Laramie Regional Airport (LAR) and the Federal Aviation Administration (FAA) announce that a Draft Environmental Assessment (DEA) of LAR's proposed scheduled turbojet service has been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality (CEQ) guidelines implementing NEPA.  The Draft EA will be the subject of a public hearing and information session from 5-6:30 p.m. Tuesday, December 2nd, 2014 at the Laramie Regional Airport Terminal Building, 555 General Brees Rd., Laramie, WY 82070.

 

SkyWest Airlines proposes to conduct two daily flights from LAR to Denver International Airport (DEN) using a CRJ-200 aircraft. SkyWest proposes that this service will replace the existing commercial service provided by a turboprop Embraer 120 Brasilia (EMB 120). This would be first time scheduled turbojets have serviced the Airport. The open house will explain the purpose of the EA and the potential effects of switching from scheduled turboprop to turbojet service as well as provide an opportunity for the public to comment on the DEA.

PUBLIC NOTICE

 

                Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Procedural Rules and Special Regulations, notice is hereby given of the application of Rocky Mountain Power (RMP or the Company), for approval of Schedule 37, Standard Rates for Purchases of Power from Qualifying Facilities.

 

                RMP is a public utility as defined in W.S. § 37-1-101(a)(vi)(C) which provides retail electric public utility service under certificates of public convenience and necessity issued by the Commission.  RMP is subject to the Commission's jurisdiction pursuant to W.S. § 37-2-112.

 

                On November 10, 2014, RMP submitted its application, together with testimony, requesting authority to revise its tariff Schedule 37, Standard Rates for Purchases of Power from Qualifying Facilities.  According to the Company the application will revise Schedule 37 prices and makes several changes to the way avoided costs are calculated for Schedule 37.  The revisions are intended to achieve the Public Utility Regulatory Policies Act (PURPA) objective of customer indifference to the Company's mandatory purchase obligation of QF output at avoided cost rates.

 

                The proposed avoided cost rates are decreasing due to lower forecast of wholesale power market prices, lower load forecast, removal of capacity payment during sufficiency period, inclusion of integration costs, the postponement of the resource surplus/resource deficit period from 2025 to 2027, and adjustment avoided capacity costs by peak capacity contribution of each QF type.

 

                This is not a complete description of the application.  Interested persons may inspect the application at Rocky Mountain Power's business offices throughout Wyoming and at the Commission's offices in Cheyenne, Wyoming, during regular business hours.

 

                Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before December 12, 2014.  Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.  Please be sure to mention Docket No. 20000-458-EA-14 in all correspondence with the Commission.

The University of Wyoming requests your response of qualifications to provide Testing and Inspection Services for the following projects:

 

Arena-Auditorium Renovation, Phase 2

High Bay Research Facility

 

Testing and Inspection Services will include, but not be limited to soil testing, concrete, concrete reinforcement, concrete masonry, mortar, structural steel, steel deck, welds, and sprayed fire proofing, to be completed as required by the schedule of construction.

* Firm name, business address, telephone number.

* Personnel assigned to the project and qualifications.

* Types of testing services provided.

* Experience relative to services required.

* Similar projects indicating references and contact information.

* Availability of personnel and equipment to meet designated time schedule.

* Present volume of work and anticipated completion dates.

* Description of intended compensation (fixed fee, hourly rates not to exceed, etc.).  Do not provide a fee or fee schedule.

* Firm must have proof of liability insurance.

 

The University reserves the right to rank respondents and select firm or firm(s) for services based upon the qualification response without interviews. The University also reserves the right to either select a single firm for both projects, or select a separate firm for each project.  Criteria for selecting a firm or firm(s) will include Wyoming residency. If reasonable compensation cannot be negotiated with the first-ranked firm, then negotiations will be terminated.  Negotiations will then begin with the second-ranked firm, then the third-ranked firm, if necessary.
