REQUEST FOR QUALIFICATIONS

 

The City of Laramie will accept written submittals for Construction Manager at Risk (CMAR) combined with design/build services for:

 

Underwriters Laboratories Office Building

 

The City of Laramie is seeking qualified firms to provide construction management services combined with design/build services for the construction of a new Office Building for Underwriters Laboratories, hereafter referred to as the UL Office Building. The UL Office Building Project Construction Manager at Risk (CMAR) will put together a design team for complete design of the project and will provide pre-construction services during design, construction phase services, and a Guaranteed Maximum Price (GMP) complete with all fees and general conditions for site preparation and construction; including the public bidding of the project as the project moves forward. The CMAR shall also provide and manage a design team for the project, which services shall include, but not be limited to, architectural services, civil and site engineering/geology services, geotechnical engineering, surveying, mechanical, structural, and electrical engineering services as required. Submitting firms are required to attend a MANDATORY pre-submittal conference held at 10:30 a.m. local time on Tuesday, January 20th, 2015 at the City Recreation Center Front Conference Room, 920 Boulder Dr. Laramie, WY 82070 at which time the consultant selection process, project schedule, and the design elements of the project will be discussed. The City of Laramie seeks to integrate energy efficiency practices into all aspects of day-to-day operations, from capital construction to staff behaviors, to ensure economic and environmental sustainability. The City encourages submissions that 1) enhance efficiency of City projects and ongoing operations, and/or 2) consider all energy types, including traditional and renewable sources. Preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by competitors outside the State, as provided in W. S. §§ 16-6-101 through 16-6-119. Written, sealed submittals must be submitted to the City Manager’s Office, Sam Farstad, P.O. Box C, Laramie WY, 82073. The City reserves the right to award this project to the firm that best fits the requirements outlined in the Request for Qualifications. The City reserves the right to waive any informality in any submittal and/or reject all Requests for Qualifications, and to accept the submittal that is in the best interest of the City.

SPECIAL ROAD DISTRICT

 

The Rainbow Valley Special Road District will hold a Mail Ballot election for Directors on Tuesday May 5, 2015.

 

Two Director positions, each with a four-year term, will be elected.  Candidates must file an application for election with the District Secretary, by mailing the application to Judith Wagner, 3589 Wells Road Unit 92, Blythe, CA  92225.  Applications for election may be obtained from the District Secretary, or downloaded from the Rainbow Valley Special Road District web site RVSRD.info.  Completed applications must be received by the Secretary, no earlier than February 4, 2015 and no later than February 24, 2015.

 

All qualified electors are entitled to vote for directors at District elections.  Qualified electors are owners plus district residents who are registered voters.  "Elector" or "voter" means a person who is a qualified elector or an owner of land in the district, including any corporation, partnership or association owning land in the district provided the individual who casts the vote for a corporation, partnership or association presents the election judge with a written authorization to vote for the corporation, partnership or association.  No person is a qualified elector who is under eighteen (18) years of age, a mentally incompetent person, or who has been convicted of a felony and his civil or voting rights have not been restored.  In applying provisions of the Special District Elections Act of 1994 to this act, the terms "elector" or "voter" shall include qualified electors and landowners.  Any voter not otherwise registered who makes an affidavit evidencing his qualifications to vote is deemed registered for that election.

 

Qualified electors will be mailed a ballot package with a return-verification envelope and instruction, including the date and time the ballot must physically be in the hands of the election official.  The Albany County Courthouse shall be open between noon and 5:00 P.M. on Election Day as a polling place.  Mail ballots shall be available from noon until 4:00 P.M. on Election Day at the polling place for voters who are not listed on the county voter registration records of the Rainbow Valley Special Road District registration list but who are otherwise entitled to vote.

There will be a Special Meeting of the Board of Education of Albany County School District One on Wednesday, January 14, 2015, before the regularly scheduled Board meeting.  The work session will begin with dinner at 5:00 p.m. and introductions/new Board orientation at 5:30 p.m., at the School Administration Building, 1948 Grand Ave., Laramie, Wyoming, for the purpose of a work session.  Official minutes of the meeting will be available for inspection by any citizen at the office of the Clerk of the District (school administration building at 1948 Grand Avenue, Laramie, Wyoming).

CITY OF LARAMIE NOTICE OF PUBLIC HEARING

ORIGINAL ORDINANCE NO. 1911

The Laramie City Council will meet at 6:00 p.m. on Tuesday, January 27, 2015 in the City Council Chambers, Laramie City Hall, 406 Ivinson Street, Laramie, WY, to take public comments or protests on a proposed zoning change: ORIGINAL ORDINANCE NO. 1911.

The application has been submitted by Spring Creek Storage, LLC and Spring Creek Investments, LLC, property owners, and requests the property be zoned B2 (Business) District with ROB (Residential Overlay for Business Districts). The area proposed for rezoning is approximately 6 acres in size and generally located on either side of Boswell Drive between 9th Street and future Bill Nye Ave. extension.

NOTICE OF FINAL PAYMENT

 

The City Manager of the City of Laramie, acting as agent for the Mayor and Council of the City of Laramie, Wyoming, has accepted all work as complete according to the Contract Documents set forth in the written Agreement between Simon Contractors and the Mayor and Council of the City of Laramie, dated August of 2012, for the SPT PHASE 2 SCHEDULE 6 PROJECT.  Simon Contractors, Contractor, is entitled to final payment therefor, and on the 24th day of January, 2015, the 41st day after the first publication of this notice final payment of the full amount due under the Agreement will be made.  Nothing in this notice shall be construed as relieving the Contractor and the Sureties on its bond from any claim or claims for the work or labor done or materials or supplies furnished in the execution of the Agreement. All persons having claims for labor and materials furnished the Contractor shall present a verified statement of the amount due and unpaid on account of the same to the City prior to the day specified for final payment.  Failure on the part of the claimant to file such statement will relieve the City from any and all liability on such claim.
