Notice is hereby given that the Albany County Board of Commissioners will receive sealed bids until 3:00 P.M. Local Time, February 26, 2015 for all costs, including permits, labor, equipment, and materials necessary for the ALBANY COUNTY GRAVEL PIT WEST as described in the Project Manual. The work generally includes crushing and stockpiling road base, and other miscellaneous work at the Windmill Pit located in Section 33, T16N, R76W.

Bids must be submitted in a sealed envelope with the statement thereon "BID ENCLOSED: ALBANY COUNTY GRAVEL PIT WEST". Such bid must be submitted on Bid Forms supplied by Albany County. Bids must be submitted to the Albany County Clerk, Courthouse, Room 202, 525 E. Grand Avenue, Laramie Wyoming, prior to the above stated Bid Opening date and time, after which bids will be opened publicly, read aloud, and tabulated by the County Clerk or County Designee, at the time of opening, in the Chambers of the Albany County Board of Commissioners, unless an alternate site is designated in writing and posted at the Albany County Courthouse. Bids may be withdrawn prior to the Bid Opening; however, unless otherwise specified by the county, all formal Bids submitted shall be binding for forty-five (45) days following Bid Opening. Bids which are not prepared and filed in accordance with the Instructions to Bidders may be rejected. Albany County shall award the Contract to the lowest responsive and responsible Bidder complying with all provisions of the Instructions to Bidders, provided the bid price is reasonable and is in the best interest of Albany County to accept. Potential subcontractors and suppliers are strongly encouraged to attend a pre-bid conference and walk through visit at 2:00 pm, Thursday, February 5, 2015 at the project. The dimensions and features of the project as shown on the plans and detailed are to be verified by all Contractors prior to bidding. Failure to verify actual dimensions and features of the work during the pre-bid period will not relieve any subcontractor of their responsibility to fully comply with and complete requirements of the Contract Documents.

This is a federally funded project that is subject to compliance with Davis Bacon Wage Determinations and Federal Labor Standards. The prevailing wage must be paid to each class of worker at the site. Since this is federal funding, 5% preference will not be granted to Wyoming Contractors, Subcontractors, laborers, and materials, supplies, equipment, machines, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, as required by W.S. 16-1-101 et seq. The Contractor who is awarded the bid will be required to comply with the Wyoming Preference Wyoming Statute 16-6-203 which states, "Every person who is charged with the duty of construction, reconstructing, improving, enlarging, altering or repairing any public works project or improvement for the state or any political subdivision, municipal corporation, or other governmental unit, shall employ only Wyoming laborers on the project or improvement. Every contract let by any person shall contain a provision requiring that Wyoming labor be used except other laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. A person required to employ Wyoming laborers may employ other than Wyoming laborers if that person informs the nearest state employment office of his employment needs and the state employment office certifies that the person's need for laborers cannot be filled from those listed as of the date the information is filed."

CEP Well #1 Completion Project

Notice is hereby given that the Trustees of the University of Wyoming, Laramie, Wyoming hereafter referred to as the "Owner" will receive sealed bids in Conference Room 130 of the Service Building, University of Wyoming, Laramie, Wyoming 82071, up to but no later than February 17, 2015, at 2:00 PM (Mountain Standard Time) for possible award of the contract for construction for the CEP Well #1 Completion Project.

Bids will be received by Owner and will be publicly read aloud at the stated time. Each bid must conform and be responsive to all pertinent Contract Documents. The Owner invites bids as follows and as hereinafter described:

A Lump sum bid for providing all labor, materials, equipment and services necessary to perform all work to complete the project as shown on the Drawings and as outlined in the Specifications. The work includes constructing an irrigation well pump station, complete with submersible pump and motor, pitless adapter, power, motor controls, electrical equipment, valves, piping and a building.

Each base bid over $150,000 must be accompanied by a Bid Bond, executed by the Bidder, as Principle, and a satisfactory surety company, executed in favor of the Owner in the amount of 5% of the maximum amount of the bid. Bid Bond shall be accompanied by a certified copy of Power of Attorney, and be signed or countersigned by an agent of the bonding company. No other form of Bid surety will be accepted.

Preference shall be given to Wyoming contractors, subcontractors, laborers and suppliers as required by Chapter Six, "Public Property", of the Wyoming Statutes (W.S. Section 16-6-101 et. seq.). Attention is called to the provisions of W.S. Section 16-6-103 with respect to subcontracting by a successful resident bidder. Attention is also called to the provisions of W.S. Section 16-6-203 requiring resident labor in the project. Bids must anticipate compliance with the Wyoming Prevailing Wage Act of 1967 (W.S. Section 27-4-401, et. seq.) and the prevailing wage rates in effect at bid date.

The Owner reserves the privilege of rejecting any or all bids, or waiving any irregularities or informalities in any bid or in the bidding.

The Owner will have the right to retain the bid security of Bidders until (a) the Contract has been executed and bonds, as required, have been furnished; or (b) the specified time has elapsed so that Bids may be withdrawn; or (c) all Bids have been rejected. The work shall commence upon receipt of a written "Notice to Proceed." Work Shall Be Substantially Complete by June 30, 2015.

A non-mandatory, pre-bid site visit will be held on February 3, 2015, at 10 AM MST at the Service Building Conference Room 130. The Service Building is located on the northwest corner15th & Lewis streets.
