NOTICE OF CALL FOR BIDS

 

                Notice is hereby given that the City of Laramie, Wyoming will receive sealed bids for the furnishing of:

 

Wastewater Treatment Plant Oxidation Basin Cleaning Project

 

as called for in the specifications for Wastewater Treatment Plant Oxidation Basin Cleaning Project at the Office of the City Clerk, City Hall, 406 Ivinson Street (PO Box C), Laramie, Wyoming  82073 until 1:00 P.M. Local Time, on the 13th day of January, 2015, at which time the bids will be publicly opened and read aloud.  All bids must be submitted on the forms supplied by the City of Laramie.  Envelopes containing bids shall be clearly marked with the name of the bid and shall show the name and address of the bidder.  Bids which are not prepared and filed in accordance with the specifications may be rejected.  Bids may not be withdrawn after the time fixed for opening.  The City reserves the right to reject any and all bids and the right to waive irregularities in bids received.

                Each bid must be accompanied by a bid guarantee as called for in the specifications in the form of a bond or cashier's check for not less than five percent (5%) of the total amount of such bid, payable to, and to be forfeited to, the City of Laramie as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him/her, or fails at the time of executing the contract to furnish a performance guarantee as approved by the City in the amount of one-hundred percent (100%) of the bid, except in the case of vehicle bids, where the 5% bid security may be substituted for the performance guarantee.  Facsimile (fax) or other copies of bonds are not acceptable, nor are cashier's checks which have an expiration date of less than one year.  NO BID WILL BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BID GUARANTEE.

AN ORDINANCE AMENDING TITLE 12 OF LARAMIE MUNICIPAL CODE FOR THE PURPOSES OF CLARIFYING TYPES OF PUBLIC WAYS AND CREATING A CROSS REFERENCE TO THE UDC.

WHEREAS, the Laramie City Council held a public hearing on November 18, 2014 to take and consider public comments;

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LARAMIE:

 

Section 1.  That LMC Section 12.08.090 be amended to read as follows: "Obstructions-Generally-Prohibited.

                No person shall have any obstructions upon the streets, sidewalks, or alleys, or public easements within the city except as otherwise provided by this code.";

Section 2.  That LMC Section 12.08.100 be amended to read as follows: "Obstructions-Building materials and machinery

                It is unlawful for any property owner, contractor or other person to cause or permit any building materials, machinery, sand, dirt or other object to be in or upon the streets, alleys, or sidewalks, or public easements of the city without first obtaining a permit from the city engineer for such use of streets, alleys or sidewalks; provided, that whenever a permit is issued to a property owner, contractor or other person under the provisions of this code, such permit shall carry the right to place materials, machinery or other objects upon the streets, alleys or sidewalks, subject to such conditions as the city engineer deems necessary for the safety of persons on or about such streets, alleys or sidewalks and which are set forth in the permit."

Section 3.  That LMC Section 12.08.110 be amended to read as follows: "Obstructions-Construction related-Red lights

                When any obstruction is in connection with a construction project, every property owner, contractor or other person causing or permitting such obstruction of streets, alleys, or sidewalks, , or public easements shall cause to be displayed upon such obstruction one or more red lights during the period from one-half hour after sunset to one-half hour before sunrise and such lights shall be so placed as to give warning to every person approaching such obstruction."

Section 4.  That LMC Section 12.08.120 be amended to read as follows:  "Obstructions-Rules and regulations-Authorization.

                The city engineer is empowered and authorized to prepare rules and regulations to control the placement and use of any objects authorized by this chapter. Such rules and regulations when approved by the city council, shall be of the same binding force and effect as if set out at length in this chapter.  Provisions in Section 15.14.060.E (Unified Development Code, Streets and Vehicular Circulation) shall also apply."

Section 5.  That if any section, subsection, sentence, clause, phrase, graphic, or portion of this ordinance is for any reason held invalid or deemed unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate distinct and independent provision and such holding shall be deemed a separate and distinct and independent provision and such holding shall not affect the validity of the remaining provisions of this ordinance; and

Section 6.  That this ordinance shall become effective after its passage, approval and its publication.

Bids must be submitted in a sealed envelope with the statement thereon "BID ENCLOSED; Fairgrounds Concession Booths Renovation." Such bid must be submitted on Bid Forms supplied by Albany County.  Bids must be submitted to the Albany County Clerk, Courthouse, Room 202, 525 E. Bill Nye Avenue Corridor Study

 

The City of Laramie (hereafter "City" or "COL") invites firms to submit qualifications in the disciplines of transportation engineering, civil engineering, and urban planning and design as such services will apply to a study of the Bill Nye Avenue Corridor and analyze alternative routes of the corridor.  Recent development of the corridor to the west and development pressure in the area have identified a need to re-evaluate the plan to determine if the existing alignment is adequate or if an alternative would be more suitable. 

 

Bill Nye Avenue is envisioned to be the major east-west Minor Arterial corridor connecting the City's southern gateway with its eastern gateway.  Bill Nye Avenue is a Minor Arterial street identified on the adopted Major Street and Highway Plan and shown in Laramie Comprehensive Plan (Map 8.1). The lead firm in cooperation with other design team member(s) will, as may be required, provide services to include, but not be limited to: environmental design; civil and site engineering (conceptual); transportation planning; and economic development expertise in a City-gateway context.
