The City of Laramie will hold a public hearing on December 9, 2014 to gather citizen input on a proposed Land and Water Conservation Fund application to the Wyoming Department of State Parks and Cultural Resources to provide additional funding for a to be constructed park in Imperial Heights. Those wishing to comment on the project are encouraged to attend the Public Hearing at 6:00 p.m. on December 9, 2014 in the Council Chambers of City Hall, 406 Ivinson Avenue.

Written comments will also be accepted until 3:00 p.m. on December 9th. Comments can be submitted via mail to City of Laramie/Attn. Parks Manager/P.O. Box C/Laramie, WY 82073, via email to, or via hand delivery to the Laramie Community Recreation Center at 920 Boulder Drive.

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1, Section 3 (a) of the Solid Waste Rules and Regulations, the City of Laramie has submitted a lifetime renewal permit application for the solid waste management facility called the Laramie Landfill.

The approximate 250-acre municipal solid waste facility is located approximately 1 ½ miles north of Laramie, Wyoming. More specifically, this facility is located in the Sections 15 and 22 of Township 16 North, Range 73 West, sixth Principal Meridian, Albany County, Wyoming. The total volumetric capacity of this facility is estimated to be 4,154,610 cubic yards. The life of the facility is estimated to be 42 years.

The Department of Environmental Quality, Solid and Hazardous Waste Division (Department) has reviewed the permit application and determined that it is complete. The Department's solid waste rules, in Chapter 1, Section 2 (b)(i) require that the applicant must provide public notice that the application has been determined to be complete and inform the public that there is an opportunity to file comments on the application. This publication provides notice of that opportunity. Additional information on the permit application and the Department's completeness review may be obtained at the address below.

Any interested person has the right to file comments on the permit application and the Department's completeness review. The period for providing comments shall begin on November 28, 2014 and end on December 29, 2014. Comments must be received by 5:00 PM on the last day of the notice period. Comments on this application must be submitted in writing to the Department of Environmental Quality, Luke Esch, Administrator, Solid and Hazardous Waste Division, 122 West 25th Street, Cheyenne, Wyoming 82002.

The Department may, at its discretion, conduct a public hearing on this permit application. If the Department elects to hold a public hearing on the permit application, the Department will provide public notice of the hearing. At the hearing, the Department may solicit additional comments on the application.

The Department is now conducting a detailed review of the application to determine if it complies with applicable technical standards for a facility of this type. If the Department finds that the application complies with technical standards for a facility of this type, the Department will issue a proposed permit and provide public notice of the proposed permit.

In accordance with the Americans With Disabilities Act, special assistance or alternative formats will be made available upon request for individuals with disabilities.

2. The Decedent created the Eloise M. Rottman Living Trust dated November 28, 2005.

3. Tommy L. Rottman and Roger J. Rottman are the Trustees of said trust.

4. The Trustees of said trust hereby publish notice of their intent to distribute the assets of the Settlor as permitted under the terms of the trust.
